“I am thinking about painting a room with a chair rail. I want to use a beige color and a complimenting contrast color. Which would be more appropriate – the light color or the darker color below the chair rail?”

I like a darker color on the bottom because it gives more of an accent. A dark brown or coffee color would look nice under a beige wall color.  This is generally done in a dining room, which makes the room more cozy and inviting.  You could also try a bold color on the bottom paired with a neutral tone on top with an off white or white trim.
